Deleting a Blender Action

Press shift-f4 to bring up the data browser. From there, you can navigate around the tree. The "Object" folder displays objects in the current scene, click ".." to move to the root level.

Click on the "Action" folder to view all action datablocks in the scene.

The numbers off to the side of the datablock names are the user counts (the number of objects that are using that particular datablock). In order to delete an action, you have to get the user count down to 0.  If you see an "F" out to the side of the user count, it means that that particular datablock has a fake user assigned to it in order to keep it from being deleted.  Select the datablock name and press the "f" key to toggle the fake user.  If the user count for an action is still not at zero after deleting the fake user, it means that the action is linked to something else in the scene.  With the action editor visible, select each object one at a time in the 3d view or outliner. If you see an action come up in the action editor window when you select an object, you can click the "x" next to the action name to unlink the action from that object. Actions can potentially be linked to any object, even a camera or a light (it's easy to do this by accident). After you've got the user count on the actions you want to get rid of down to zero, save the file and then reopen it. The unwanted actions should then be gone.
